Limited by Budget, Bid & Learning
Budget, bidding and learning statuses describe campaign delivery or optimization conditions. They should not be treated as interchangeable with policy disapprovals. First identify the exact status, the entity showing it and the campaign’s business objective.

Budget constraints and bid constraints
A budget constraint concerns the funding available to the campaign. A bid-strategy limitation can involve the configuration or available opportunities. Increasing a budget is not an automatic remedy for a policy restriction, and changing an ad will not necessarily address a bidding constraint.
Learning is a different state
Learning describes calibration after certain automated bidding changes. Its duration depends on the available data, conversion cycle and strategy. A fixed promise that every campaign finishes learning after the same number of days is not a sound diagnostic rule.
Review before changing settings
Recommended checks include the strategy, targets, budget, conversion goals, recent changes and date range. Confirm the data being used for bidding is meaningful to the business. Record whether the campaign is limited, learning or misconfigured instead of combining those states in one note.
Evaluate changes against a defined objective
Document why a setting is being changed and what result would justify keeping it. For example, a business may prefer a fixed cost boundary over greater traffic volume. Compare suitable observation periods and avoid treating a short fluctuation as proof that a change worked.
