Circumventing Systems & Policy Evasion

Circumventing systems in Google Ads means attempting to interfere with advertising review or enforcement. The issue concerns how an advertiser uses accounts, destinations or verification processes, rather than a single spelling error or an ordinary performance problem.

This page is part of our Google Ads policy issues section within the Google Ads documentation. It explains the category and the information needed to identify the right next step.

What falls under circumventing systems

Google identifies several forms of this prohibited practice: concealing non-compliant content from review, using replacement accounts to evade suspension, and supplying false information during advertiser verification. It treats violations as egregious and may suspend accounts without advance warning.

Cloaking involves hiding the true advertised experience from Google or users. Legitimate language or location variations are different when the promoted product remains consistent and the changes are not used to conceal a violation. Having more than one legitimate advertising account is not, by itself, the same as multiple-account abuse.

How to classify the notice

  • Record the exact policy wording, the affected customer ID and whether the notice applies to an ad, destination or account.
  • Separate a technical destination error from an allegation that content was deliberately hidden.
  • Distinguish an unfinished verification task from a notice alleging false verification information.
  • Check whether the notice refers to another account or an earlier suspension.

This classification prevents an investigation from focusing only on the visible ad text when the notice concerns the broader advertising setup. A low conversion rate, a recent website migration or an agency change does not independently establish the cause of enforcement.

Information to collect before making changes

A useful review file connects each observation to a specific account or URL. Keep the original notification and create a dated record of changes. Recommended evidence includes:

  • The submitted final URL and any redirects between the ad click and landing page.
  • A description of tracking, localization, consent and security tools affecting that journey.
  • An accurate inventory of accounts associated with the business and who manages them.
  • The business information submitted during verification and any request Google has left outstanding.

Ask the developer to explain unexpected differences between the intended landing page and the experience users receive. These are investigation questions, not a diagnosis: a redirect or security service can have a legitimate purpose. The important task is to establish what actually happens and document it accurately.

How this differs from related policy issues

A destination that fails to load belongs first in destination and landing page issues. An unsupported business promise belongs in misleading and unsupported claims. The exact enforcement notice determines whether either issue also involves circumvention.

Approaching a suspension or appeal

Use the appeal route specified in the affected account. Explain the relevant facts and support them with an accurate change record. If you believe the decision is mistaken, describe why the identified behavior does not apply. Do not invent a cause just to complete an appeal.

Avoid creating substitute accounts or cosmetic variants intended to bypass the decision. There is no universal wording that guarantees reinstatement. Keep the investigation focused on the original business, its actual advertising experience and the policy named in the notice.
